You planned a full Rohtang day, packed your warm clothes, and then someone tells you the pass is shut. Now what?

This is the most common problem we deal with in Manali. Rohtang Pass closed for the day, and a whole family standing in the hotel lobby with no plan.

The good news is you have real options. Solang, Kothi, Gulaba, the Atal Tunnel side towards Sissu, Sethan, or a slow local day in Manali itself. The trick is picking the one that matches the roads that are actually open that morning.

Solang Valley is usually the easiest family fallback. Kothi or Gulaba can work when part of the Rohtang road stays open.

What does "Rohtang Pass closed" actually mean?

Not every closure is the same. And the reason matters, because it decides whether you get a Plan B or just wait a day.

Seasonal winter closure

Heavy snow and avalanche risk can keep the pass shut through winter and into spring.

We never give a fixed reopening date. It depends on snow clearance and official approval, and it changes every year.

Temporary weather or police closure

Fresh snowfall, black ice, poor visibility, landslides, avalanche danger, traffic jams, or an official order can all close the road for a few hours or a full day.

The frustrating part is this can happen after you have already left Manali. You reach the barrier and get turned back.

Permits sold out while the road stays open

A sold-out tourism permit is not the same as a closed road.

If permits ran out but the road is fine, you have not lost your day. You just switch to a route that does not need that permit.

Partial access up to Kothi, Gulaba or Marhi

Some days police stop vehicles at a lower point. You might reach Kothi or Gulaba but not the top.

The highest allowed point changes through the day, so we never promise Gulaba or Marhi will be open when you get there.

How can you check Rohtang and Plan B road status before leaving Manali?

Start with the official Rohtang permit portal and official administration or police updates.

Remember one thing: an available permit does not mean a temporary closure won't happen later in the day.

Do a final same-morning check with a local driver or operator who has actually seen the current barrier point. This is the check that saves your day.

For the Lahaul side, check Atal Tunnel access, the north portal, the road to Sissu, and the current e-Aagman process. Do not shrink all of this down to "no permit needed."

One rule that saves money

Do not pay for snow clothing, activities, or a long-distance taxi until the route is confirmed.

Which Rohtang Pass alternative should you choose?

Here are your real options, from easiest to most demanding. Match them to the roads open that morning.

Solang Valley for the easiest family-friendly fallback

Solang Valley is about 13 kilometres from Manali.

In normal conditions it takes roughly 30 to 45 minutes, but traffic on busy days can push this much higher.

You get open valley views, plenty of cafés, and weather-dependent adventure activities. We won't list activity prices or promise every ride will run, because that changes daily with conditions.

Snow here is seasonal. Some months you get plenty, some months none. Nobody can guarantee it.

On a busy morning, leave early. By late morning the Solang road can crawl.

Kothi and Gulaba for quieter scenery and partial Rohtang-road access

Gulaba is about 20 kilometres from Manali. A normal-condition estimate is 40 to 50 minutes.

Both Kothi and Gulaba sit on the Rohtang road. So on some days they stay reachable even when the pass itself is closed.

The day's police barrier decides how far your vehicle actually goes. That is the honest reality.

You might find old snow patches here. Might. We will never call it guaranteed snow, because plenty of days it isn't there.

Atal Tunnel, Sissu and Koksar for a full-day Lahaul plan

The Atal Tunnel is officially 9.02 kilometres long.

It runs under the Rohtang massif and drops you into Lahaul on a totally different route. It is not the same as going over Rohtang Pass. Different experiences, different views.

Sissu is about 40 kilometres from Manali. We won't give one fixed driving time, because published estimates run anywhere from about 1.5 hours to 2.5 hours. Congestion, police checks, and weather change it a lot.

Before you commit to this plan, the tunnel, the north portal, and the Sissu road all need checking. Any one of them can be shut.

On permits, be accurate. The Rohtang tourism permit is not used for the tunnel route the same way. 

But the official e-Aagman system applies to vehicles entering Lahaul-Spiti. The official portal describes an e-permit for the Atal Tunnel-Rohtang-Koksar-Chandratal circuit and an e-ticket for other places.

One hard rule inside the tunnel: never stop, walk, take photos, or block traffic. It is not allowed and it is dangerous.

Sethan and the Hamta side for an alternate mountain route

Sethan is a quieter option at about 2,700 metres.

A rough driving estimate is 1 to 1.5 hours.

The road can be narrow and slippery. During snow or ice, go with an experienced local driver, not a self-drive rental you picked up yesterday.

One thing we tell people clearly: the Hamta Pass trek is not a one-day Rohtang substitute. Sethan by road is fine when conditions allow, but the full trek needs separate planning, the right conditions, and real preparation.

Manali town and Naggar for a low-altitude Plan C

When high roads are shut, a good local day beats a risky drive.

Hadimba Temple, Old Manali, and Vashisht fill a relaxed day with easy walking, cafés, and market time.

Naggar is an optional lower-valley add-on when the road is safe and you have time to spare.

Don't treat this as a sad backup. A comfortable local day in poor visibility is smarter than forcing a long climb through heavy snowfall. We have seen too many groups ruin a trip trying to push a closed road.

How should you choose a Plan B based on weather, group and available time?

Pick Solang if you want a shorter day, you're with family, you like having cafés and toilets nearby, and you don't want a long mountain drive.

Pick Kothi or Gulaba when part of the Rohtang road is officially open and your main goal is mountain scenery or a chance at snow patches.

Pick Sissu only when the whole tunnel route is confirmed open and your group is happy spending most of the day on the road. It is a big day out.

Pick Sethan or a Manali local day when the weather is unstable, visibility is bad, several high routes are restricted, or you have small children or people who are nervous on icy roads.

What is the best one-day Plan B itinerary from Manali?

Option 1: Solang Valley with Kothi or Gulaba

Leave early for Solang Valley.

Give yourself time for the views and whatever activities are safely running that day.

Then head towards Kothi or Gulaba, but only up to the highest point officials allow.

Come back to Manali before evening, when road conditions get less predictable. We do not recommend fixed timings because the day’s route and duration depend on the barrier point, traffic, weather and official access restrictions.

Option 2: Atal Tunnel and Sissu

Only use this after confirming the tunnel, the north portal, and the Sissu road.

Treat it as a full-day outing, not a fixed 2-hour drive.

Keep it focused on the tunnel route, Sissu village, and the scenery right there. Don't try to push deeper into Lahaul on the same day.

Sort your e-Aagman before you go. And again, no stopping inside the tunnel.

Option 3: Manali local sightseeing

Use this when high roads are closed or visibility is poor.

Combine Hadimba Temple, Old Manali, and Vashisht at an easy pace.

Saving the mountain trip for the next clear day beats forcing a risky route today. In our experience, groups who accept this are the ones who still enjoy their trip.

What is the best two-day Plan B itinerary?

Day 1: Solang and the highest permitted point on the Rohtang road

Make Solang your main stop.

Continue towards Kothi or Gulaba only when officials allow it.

Use the afternoon to check the next day's tunnel and Sissu status.

Day 2: Atal Tunnel and Sissu, with Sethan or Manali as backup

Go to Sissu only if the entire road is open.

Swap in Sethan when that road is safe, or a Manali local day if high routes stay shut.

Only consider a Rohtang retry when the closure was temporary, the road has officially reopened, and you have a valid permit.

What is the best three-day Plan B itinerary?

Day 1: Solang Valley

Use an easy first day to read the weather and current road situation.

Do only the activities running safely that day.

Day 2: Atal Tunnel and Sissu

Confirm the route and the e-Aagman requirement before you leave.

Keep the day on Sissu instead of rushing deeper into Lahaul.

Day 3: Sethan, Manali local sightseeing or a Rohtang retry

Choose Sethan when its road is safe.

Choose a Manali local day in bad weather.

Retry Rohtang only after official access and permit availability are confirmed.

What permits and vehicle rules apply to each Plan B?

Here are the official facts, used exactly.

A Rohtang tourism permit is valid for one day and covers a to-and-fro journey.

The official portal needs a valid ID, a valid pollution certificate, and your vehicle-registration details.

The vehicle must not be more than ten years old.

The daily quota is 800 petrol vehicles and 400 diesel vehicles.

Permits release in two windows, at 10:00 and 16:00. Each window releases 400 petrol and 200 diesel permits.

You can hold a maximum of three permits for one vehicle during a Tuesday-to-Monday week.

The portal lets you apply for the next two days. A printed copy is compulsory.

For a car, jeep, or MUV, the permit fee is ₹500 and the congestion charge is ₹50.

For a bus or heavy vehicle, the permit fee is ₹500 and the congestion charge is ₹100.

The official FAQ says there is no cancellation after a permit is issued.

On July 25, 2026, the official portal showed the maintenance day as "NONE." This changes, so don't assume Rohtang is shut every Tuesday. Third-party blogs conflict with the official portal here. Check the maintenance-day field for your exact travel date.

For Solang, Kothi, or Gulaba, police barriers can still control access even where the Rohtang tourism permit isn't required at your stopping point.

For the Atal Tunnel and Sissu route, vehicle entry runs through the separate e-Aagman context. Never say "no permit is needed for Sissu."

How can you protect your money when Rohtang closes?

Get written confirmation of your fallback itinerary before you book a taxi or package.

Ask whether permit charges, congestion charges, and parking are included.

Confirm whether the fare changes if Rohtang gets swapped for Solang, Sissu, Sethan, or a local day.

Don't make non-refundable payments for snow clothing or adventure activities before access and operations are confirmed.

And remember, an issued Rohtang permit can't be cancelled through the official portal.

An honest operator promises active replanning, not guaranteed snow or guaranteed road access. That is the whole difference.

Is it safe to visit other snow points when Rohtang is closed?

Treat every police barrier as a safety instruction, not a suggestion.

Watch for black ice, fog, falling snow, slippery roads, and sudden visibility loss. These come fast in the mountains.

We strongly advise against inexperienced self-driving cars on snow or ice. Every season we see rental cars stuck sideways on a slope.

With families, children, and senior citizens, choose shorter routes, carry warm clothing, and take unhurried stops.

If anyone feels unwell at altitude, tell the driver and descend rather than climbing higher. Don't tough it out.

One myth worth killing: Rohtang being closed does not make Solang, Sissu, or Sethan automatically safe. Each road stands on its own.

Real examples show this. Snowfall and slippery roads caused tunnel-side restrictions and tourist evacuation in January 2026. A temporary official closure hit the Solang-Atal Tunnel-Sissu corridor in April 2026. Alternative roads can close on their own.

What mistakes commonly ruin a Manali Plan B?

The biggest one is using an old social-media video as proof of current snow or road access. That clip could be from last winter.

Another is assuming the Atal Tunnel and Sissu must be open just because Rohtang is closed. They can both be shut the same day.

Trying to cover Solang, Gulaba, and Sissu in one rushed day is a classic. You end up spending the day in the car and enjoying none of it.

Treating the Hamta Pass trek as a casual sightseeing stop is another mistake. It is a proper trek.

Paying a non-refundable taxi fare without agreeing on an alternative route leaves you stuck when the road closes.

Believing anyone who promises guaranteed fresh snow is asking to be disappointed.

Confusing an available permit with a safe, open road catches many people.

And choosing the farthest route while travelling with kids, parents, or seniors turns a nice day into a hard one.

Is a flexible Manali package worth it when Rohtang access is uncertain?

The real value is same-day route monitoring and quick replanning. Not control over weather or police restrictions, because nobody has that.
