A District Kullu order dated 20 April 2025 allowed vehicular traffic only up to Marhi and clearly stated no vehicular movement from Marhi to Rohtang Pass until further orders. That order also mentioned weekly maintenance closures for the Rohtang road.

This is typical of how April restrictions work. In some years the barrier sits even lower, at Gulaba.

Do not assume the same rules will repeat in 2026. The barrier location and all conditions depend on fresh orders based on current ground conditions. Always verify the latest order before you leave Manali.

How April Differs from May and June

Early April is the tightest window. Winter snowfall is still thick at higher elevations and clearance crews are often still working upward. The chances of getting past Marhi in the first half of April are usually low.

Late April brings slightly better odds. Clearance work is often more advanced and authorities may extend the permitted stretch.

But "further" still does not guarantee Rohtang Top. The pass sits above 3,900 metres and the final kilometres often remain blocked well into May.

May and June are when Rohtang typically opens for tourists, though the exact date shifts every year. If your heart is set on Rohtang Top, those months are far more realistic.

The April 2025 order allowed traffic only till Marhi and restricted all movement beyond. In some years the barrier could be at Gulaba instead, and the permitted stretch can change weekly.

Rohtang Top

The actual pass has massive snow walls and panoramic Lahaul views. In April, the stretch from Marhi to the top is almost always restricted.

Even after clearance, the administration may wait for the road to stabilise before opening it. Always check the latest order.

When Rohtang is open for tourists, you need a permit. During closure periods, permits may not be issued at all. Here are the rules as shown on the official portal.

The daily permit limit is 800 for petrol vehicles and 400 for diesel, released in two windows. The first window opens at 10:00 with 400 petrol and 200 diesel permits. The second opens at 16:00 with the remaining 400 petrol and 200 diesel.

Weekly cap: in a week running Tuesday to Monday, only 3 permits can be obtained per vehicle.

Vehicle must not be more than 10 years old. The portal checks the registration date automatically.

Documents needed: valid ID proof, valid PUC certificate, and vehicle registration details. Do not rely on extra rules from third party websites beyond what the portal states.
