No. Access depends on local permissions, security clearance, ID checks, road and weather conditions. If access is restricted, the trip captain covers the best possible Upper Kinnaur route around Khab, Pooh, Namgia, and Nako. Either way you still get Nako and the deeper Kinnaur experience.
